摘 要 当前我国建筑市场已趋饱和，竞争十分激烈，利润成逐年下降的趋势，加入WTO以后，建筑施工企业面临越来越激烈的市场竞争形势，这种竞争不仅来自国内，而目更多的是来自国外。建筑施工企业要在新一轮的市场竞争中立于不败之地，就必须适应发展变化的市场竞争环境，培育自己的核心竞争力，核心竞争力的核心就是低成本战略。在分析建筑工程项目成本控制时，发现当前的成本控制存在着很多问题，尤其是成本控制方法比较落后、粗糙，经验性成份太多，缺乏可信的依据。如果不能够进行有效的成本控制，前景是可想而知的，因此发展和改善建筑工程项目的成本控制方法，以增强企业的核心竞争力，就显得非常重要。 本文首先介绍了水电工程施工项目成本控制的必要性与水电工程施工项目成本控制国内外研究现状，使读者首先对文章的主要内容所要涉及的学术领域有一个初步的认知。文章的第二部分建设工程成本管理，从建设工程成本管理的主要问题开始，并提出相对的解决方法，再对建设工程成本管理的作用及方法进行了简明的叙述表达。文章的第三部分水电工程施工项目成本管理更是运用了对比和逐条陈列说明的方法将所涉及的内容进行分布陈述说明。随后的案例分析的章节，进一步结合巴基斯坦巴罗塔水电站成本控制实例进行分析来阐述上述的理论过程。 关键字：成本控制、成本管理、水电工程、实例分析  Abstract Construction market has hastened saturated in our country now, the competition is extremely intense, and the profit becomes the tendency that drops year by year.
