中国金融论坛 会 议 论 文 产权结构调整：新时期我国银行业改革的取向 作 者：裴 平、卢授永 单 位：南京大学金融学系 联系地址：南京大学金融学系 邮 编：210093 电 话：025－3593193 传 真：025－3597598 电子邮件：peip@ 1 要：改革开放以来，我国银行业改革是以市场结构调整为主的增量改革，而且也取得了良好的效果。 但在加入世界贸易组织后，我国经济步入了新的发展时期，业已进行的银行业改革也暴露出明显的局限性， 如作为存量部分的国有商业银行依然缺乏参与市场竞争的内在激励，其资源配置效 低下；作为增量部分 的 小商业银行产权结构不尽合理，其治理结构还有许多缺陷。在新时期，面临激烈的国际竞争，深化银 行业改革必须以产权结构调整为取向。只有这样，才能为我国银行业发展壮大奠定坚实的基础。 关键词：银行业 改革路径选择 市场结构调整 产权结构调整 Property Right Structure Reconstruction-the Choice of Reform Path for China’s Banking Industry Abstract :Since the reform and opening in the end of 1970’s, China’s banking industry has involved into the increment reform which focused on market structure adjustment, and made remarkable achievement. After China’s entry into the World Trade Organization, the development of national economy is going into new period. Under this background, the limitation of the reform carried out by China’s banking industry has showed up apparently, for example, the state-owned commercial banks are still in short of inherent stimulation to compete in financial market, the property right structure of small and medium-size commercial banks is not reasonable yet. Facing intense international competition in the new period, the reform of China’s banking industry in the near future should transfer the focus from market structure adjustment to property right structure reconstruction. Only by this way, China’s banking industry could be well developed on stronger basement.
