国际劳工组织《海事劳工公约》将于2013年8月20日正式生效 《公约》适用于哪些船舶？ 《公约》适用于除军舰，海军辅助舰船，渔船，用用传统方法建造的船舶例如独桅帆船和舢板和仅在内河或遮蔽水域内营运的船舶以外的所有船舶。从事国际航行的500总吨及以上的船舶，或悬挂已批准本公约之任何国家旗帜并从另一成员国港口或在另一成员国港口之间航行的500总吨及以上船舶必须按《公约》要求进行认证。 《公约》在各个成员国生效的时间是不同的。于2013年8月20日起正式生效的成员国仅为首批30个批准该公约的国际劳工组织成员国。对于2012年8月20日后才批准或到目前为止仍未批准的国家，《公约》正式生效日期为该国批准日后的12个月。已批准《公约》的国际劳工组织成员国名单见下述。 《公约》生效日期的重要性在于已批准本公约之任何国家的港口国监督检查(PSC)官员可能会按《公约》的要求检查进入该国港口的所有船舶。所有《公约》要求适用的船舶都将接受检查。 建议船东和船舶管理公司应确保船舶符合《公约》的要求，即使悬挂那些尚未批准公约国家旗帜的船舶也不列外。假如船旗国还未签发《公约》要求的“海事劳工符合声明 - 第1部分”，船东和船舶管理公司按《公约》的要求着手编制“海事劳工符合声明 - 第2部分”，船东和船舶管理公司也可申请海事劳工条件检查以获得自愿满足《公约》的“符合声明”，从而避免PSC检查出现问题； Number Country Date Status Note Antigua and BarbudaIn accordance with Standard A4.5 (2) and (10), the Government has specified the following branches of social security: medical care; sickness benefit and unemployment benefit. 11 Aug 2011 Not in force The Convention will enter into force for Antigua and Barbuda on 20 Aug 2013.
