The firstprob lem is the evaluation subjects shortage of responsibility. The second problem is the administrative tendency and smi plifica tion of the evaluation of talents in the university. The third problem is that science and theory is attached more mi portance to, but engineering and technology is looked down on. This paper proposes some advices according to present situation and development trend of hinese science and technology talents.
