6,000SF metal building Intended for storage of County records No occupancy- talk about use Adjacent to an existing metal storage building- precedent, performing adequately, settling Located at the Calle Real Maintenance Campus, atop the abandoned “Foothill Landfill” closed in 1967 * Begs the question “why? * Campus master plan Future buildings: EOC, sheriff’s tech services, evidence storage building, vets addition/reno History, part of a proposed elections building, wasn’t approved by the BOS What do you do with storage? * Existing development, existing infrastructure, Smart growth principles Buildable and occupiable CEQA categorical exemption, under 10,000SF * Proceeded with siting a 6,000 metal, wrinkled tin, butler building at the top of the hill. Area off of Calle Real, abandoned car lot, transfer station. Soil borings revealed miles of trash, geotech report said “find a better site, I have nothing to base a design on.” Follow-up report said either deep caissons, or a mat foundation/waffle foundation, we all agreed to go that route since unoccupied building. Hired a metal building specialist, Dave Burke. He is also a GC and assisted us with phase I of the project which made repairs to the existing building. On our merry way when things got interesting. * This is where the fun began * We thought we were over our CEQA hurdle falling within a categorical exemption, county architect said “looks good, just add something about how you’re going to mitigate the methane”. What? “yeah, you have to comply with environmental regs for building on the landfill” Even though no one will live in the building? Yes, unless they grant you an exemption. Went back to the architect, well I have dealt with this, and it will cost you both in methane venting and an environmental consultant. Yikes. Began discussions with PW Resource Recovery who operate the transfer station, and whose jurisdiction the landfill falls under. “By the way, we have neighbor issues” Put it all in the hoppe
