Abstract : In view of slow development of count econom in Liaoning, w e are facing man problems: the pro-
cess in w hich villages are changed into counties and tow ns is slow ; the level of industrialized agriculture is infe-
rior; the new industrialization path advances alow l : the marketabilit degree is low, etc. T hrough the anal sis
of problems and their causes, I consider the ke element that stop the development of count econom is polic
and s stem. I suggest that w e should begin w ith adjustment to the financed polic , reform the control s stem
of financial polic in counties and tow ns, perfect and strengthen each supporting polic for farmers.
