世界遗产“完整性”原则的再思考 ——基于《实施世界遗产公约的操作指南》中4 个概念的辨析 Retrospection on the “Integrity”Principle of World Heritage——Review of the 4 Concepts of the Operational Guidelines for the Implementation of the World Heritage Convention 宋 峰 祝佳杰 李雁飞 SONGFeng, ZHUJia-jie, LIYan-fei 摘 要：针对《凯恩斯决定》实施以来国内外遗产研究和实践领域的出现的新趋势和新问题，从世界遗产“完整性”原则出发，对完整 性、跨境遗产、跨国遗产、系列提名、遗产扩展等相关概念和术语进行了梳理和辨析。在此基础上，分析了影响遗产完整性认识的遗产 价值观的演变历程，指出随着遗产事业的发展，遗产不仅仅是关乎本地区、本民族自我认识和发展的关键要素，具有相同自然或文化背 景，却分属不同地区或民族的遗产恰恰可以作为消弭彼此纷争的有利切入点。最后，对我国跨区域遗产申报的目的和策略提出了建 议。 关 键 词：风景园林；遗产；完整性；概念辨析 文章编号：1000- 6664(2009)05- 0014- 05 中图分类号：TU 986 文献标志码：A 收稿日期：2009- 04- 27 ；修回日期：2009- 04- 28 Abstract: Aiming at the new trends and problems in both research and practice after the implementation of the Cairns Decision, this article clarifies and review the terminologies of integrity, transboundary property, transnational property, serial nomination and heritage extension basing on the world heritage principle of integrity. On the foundation of these analyses, the evolution of the world heritage value system which influences the comprehension of the integrity of world heritage is analyzed. It is also pointed out that with the development of world heritage undertakings, world heritage is not only an element which is related to a single area or nation, and the heritage of different nations in different areas, with common natural or historical background, is a vital bridge for easing tension and enhancing cooperation. Finally, some recommendationsfortheobjectiveandstrategyoftrans-areaworldheritagenominationpracticesareproposed.
