网络反腐有效性探究 摘 要 在互联网时代，网络舆论的威力正在不断增强，成为舆论监督阵营中的主力军。但是，由于我国互联网媒体发展历史不长，网络舆论监督仍存在着不完善和不健全的问题，从而影响了网络舆论监督功能的正常发挥。互联网的快速发展使得舆论监督的本位回归，网民就成了舆论监督的主体之一，网络给民众表达民意提供了最后一道话语空间，作为公共政策制定主体，政府高度尊重民意是执政为民的基本前提。但在现实层面上，由于网络民意的双重性制约，网络舆论监督中却出现了角色错位、越位等现象，政策主体在公共决策中应该坚持自由与管制之间的平衡制定相关政策。网民应该树立其舆论监督的角色理念，明确角色的定位，提高媒介素养。本文集中研究探讨网络舆论监督对公共行政权力的监督于制衡，分析网络民意监督的利弊问题的相应对策，以抛砖引玉。 关键字：网络民意，网络舆论监督，公共政权力 Abstract In the Internet era, the network is constantly enhanced the power of public opinion has become the main force of public opinion in the camp.
