Yangtze River Science Research Institute ,Wuhan 4300 10) Abstract :This p ap er discussed t he relationship s of t he ecological restoration ,t he agricultural develop ment and increasing t he p easant s’ income based on t he actual needs of ecological restoration and historical exp eriences and lessons of ecological restoration . It showed t hat t he e cological problem was essentially a problem of mankind ,and it was vital for carrying on soil and water conservation and ecological restoration on t he loess plateau to resolve t hree key problems. Some actions should be taken to restrict and forbid human beings to destroy or disturb eco logical environment ,and we should rebuild ecological balance according to local actual natural conditions ,and prompt p easant s consciously to take actively p
