Abstract : The basi problems su h as the quality of edu ation standards and edu ational
goals of do tor edu ation, the status of do tor students, do tor ultivation mode, do tor dis-
sertation wr iting, are losely related to the quality of do tor edu ation, the do tor s ability
of reation and the formation of innovation talents group. Refle tion and disse tion of these
problem s w ill help to broaden the ideas of edu ation sy stem refor m and development and
maintain suffi ient flex ibility in making do tor edu ation poli ies.
