Current prob lems existing in monitoring for those projects are analyzed. Some countermeasures are suggested to handle the problems. Firstly , the publicity should be aggrandized to enhance understanding . Secondly, the manage ment methods for soil and w ater conservation monitoring should be draw n up so as to fully establish the regu lations and systems of technological standards. T hirdly, training w ork should be strengthened for monitoring personnel to have better qualification and w ell do basic monitoring w orks. Fourthly, supervision and inspec tion should be reinforced to combine monitoring w ith administrative enforcement reasonably . Fifthly, moni toring technologies and methods should be studied deeply so as to enhance its accuracy and ensure scientific and objective monitoring data.
