Based on defining the connotation of regional elementary education resource collocation equali- zation, its measurement index’s connotation and types are analyzed and its measurement connotation and function are confirmed. Finally, measurement model of regional elementary education resource collocation equalization index is constructed from four aspects including complete equalization index based on inputs, difference equalization index based on inputs, complete equalization index based on efficiency and difference equalization index based on efficiency, and their measurement index system is designed.
