课程： 报关实务 老师： 黄基伟 班级: 10 国贸 学生： 章世鸿 学号： 至 诚 至 坚 博 学 笃 行 -  PAGE 1 - 浅谈我国对外贸易管制现状 摘要 中国加入WTO后，对外贸易发展迅猛，已经成为世界第三位的贸易大国。中国的外贸政策、体制、法规都进行了一系列的调整，2010年中国外贸发展既面临着机遇，也面对着挑战，总体机遇大于挑战。既要充分估计国际经济环境的复杂性和严峻性，深刻认识保持中国对外贸易平稳较快发展的重要性和艰巨性，增强忧患意识；又要正确认识到有利条件和积极因素，不断完善政策，对外贸易管制是规范一国对外贸易秩序的重要手段之一，不断完善的贸易管理制度与相关法律的跟进，以及海关对此的有效监管，是保证一国对外贸易正常稳定进行的必要条件。我国的对外贸易正处于迅速发展的重要阶段，面对日新月异的国际贸易大环境，我国的对外贸易管制政策与制度也必须要做到与时俱进。下文就我国的贸易管制现状，包括进出口货物管理等相关制度进行了概述，并简单总结了我国现阶段对外贸易的一些主要问题及我们对此应如何应对。 关键词：对外贸易管制； 制度现状 ；问题及对策 Introduction to Chinas foreign trade control Abstract After Chinas accession to the WTO, foreign trade developing rapidly, has become the worlds third trading powers. Chinas foreign trade policy, system, laws and regulations are conducted a series of adjustment, in 2010 Chinas foreign trade development is faced with opportunities, also faces the challenge, more opportunities than challenges as a whole. Should fully estimate the complexity of the international economic environment and serious situation, deeply recognize the importance of maintaining steady and rapid development of Chinas foreign trade and the difficulty, strengthen sense of anxiety; To correctly recognize the favorable conditions and positive factors, perfecting policy, foreign trade regulation is one of the important means to standardize the order of a countrys foreign trade, perfecting the trade management system and related legal follow up, and effective regulation, the customs is the necessary condition to guarantee the stability of a countrys foreign trade is normal to. Chinas foreign trade is in the crucial stage of rapid development, in the face of changing international trade environment, Chinas foreign trade control policies and the system also must to do.
