摘 要 随着我国公路网基本形成，桥梁的数量和种类日显增多，桥梁养护工作越来 越显得重要，由于历史的原因，桥梁养护工作在规范化、集约化和系统化方面还 有很多工作要做，从管理层面对桥梁养护的资源问题和质量问题做出研究，并提 出相应解决建议，是提高公路桥梁运营服务水平的必要步骤。 本文在“提出一分析一解决”的逻辑框架下，以集成化、实用化、系统化作 为研究主线，坚持实事求是的原则，应用历史的方法、系统的方法，针对桥梁养 护现存问题，开展研究，最后给出应用事例，进行实证研究。主要研究内容有： 提出桥梁养护六模块、虚拟桥梁养护组织、桥梁养护工作包(BMWP)等多项集 成理念； 整理桥梁养护组织对策库；建立针对桥梁养护的力资源激励措施；提 出桥梁养护设备管理对策；提出养护材料ABC管理法对策；建构桥梁养护设备信 息库、桥梁病害信息数码库、桥梁典型养护对策信息库；针对桥梁养护质量管理 的特性，从质量体系、质量控制、质量改进三个角度提出对策； 本文系统分析了我国桥梁养护管理现存的问题，在理论基础、资源、质量管 理层面进行研究，应用流程再造、集成管理、全寿命周期理论，对人力资源管理、 设备、材料资源管理、养护质量等角度提出了对策，初步为桥梁养护管理工作提 供了科学化、规范化、正规化的理论基础，为后续的深入研究提供了一定的基础。 关键词：公路桥梁养护管理 Abstract Duotothe networkinthetruckroadcomeinto ledto expressway being，have theworkload ofmaintenancework．Itisthereforetheworkwillbecome increasing harder．Forthe historical needstodoresearchintheareasof reason，it resourceand the of maintenanceinthe relative also qualitybridge level；the managerial suggestions needto bemade．Thisisthe to the necessarystage improvehighwaybridgeoperation andservicelevel． Thedissertationisundertheframework of and tousethe researchclueof and research integration，practicalismsystematism．The alsoinsistsonthe of truthfrom forthe policy historicaland seeking facts，applies aimsatthe of systemicmethod，and problem maintenance．The bridge
