The issue for Communication services Industry of how to enhance its own operation efficiency in competition and Identity the improvement direction must be taken into consideration. Through the operation efficiency analysis, we can understand the business situation and the management level of enterprises. Based on existing literature,this article,using the output-oriented DEA-Malmquist index mod,will evaluate the efficiency of the companies in Communication service from continuing operations. The DEA take each evaluation unit as a decision making unit, through a comprehensive analysis of the decision making unit input and output ratio, and then determine whether decision unit is DEA efficient , at the same time point out that the reasons of non DEA effective decision making units and adjust the direction and degree. Applying DEA to Malmquist index calculation process, to use panel data of 2009 ~ 2013 to calculate the Total Factor Productivity(TFP) and changes in technology and comprehensive efficiency change, to measure the productivity changes of Decision Making Unit on the time series namely the dynamic efficiency.
