行政化：中国慈善组织发展的“桎梏” 郭大林,徐云峰 （西南科技大学政治学院，四川 绵阳 621010） 摘要：中国慈善组织的行政化导致了慈善组织中的官僚化现象。从慈善组织的生成机制上究其原因，主要是社会发展过程中，中国慈善组织“控权”功能的缺失；文化传承过程中，中国民间慈善意识缺乏延续性所致。解决慈善组织行政化问题的进路之一是建构慈善事业的社会治理模式，以形成一种慈善组织与政府民政部门之间积极合作、公平竞争的关系。 关键词：慈善组织；行政化；社会治理模式 中图分类号：C913.7 Administrative Tendency：Shackle of Chinese Charity Development Abstract：Administrative tendency of charity organization leads to bureaucratization in it.
