摘 要 摘要 网络计费系统对于运营商与用户来说都是一个极其重要的系统，不仅可以统 计网络用户的费用，而且可以监控网络数据流量，优化网络资源分配。先进的计 费系统是提供优质网络服务的重要保证。而现有的网络计费处理方式存在计费方 法简单、计费规则不合理等问题，已经严重制约网络用户和新业务的发展。 本文首先分析了国内外网络计费管理的研究现状，针对现有传统的网络计费 系统存在的局限性，设计了一种优化存储结构的综合性网络计费管理模型，并且 在管理模型之上运用微观经济学的方法结合数学模型设计出符合双方利益最优化 的融合网络计费策略模型。为提高网络计费数据采集的效率，系统在通信上还引 入移动 Agent 技术，采用了基于移动 Agent 的数据采集模型，运用有限状态机进 行了移动代理迁移通信实验的分析。最后运用融合网络计费策略模型对系统的计 费标准进行测试。实验结果表明，系统数据采集模块达到了预期目标，有效缩短 了数据采集时间，采用该数据存储的网络计费系统在网络计费数据的存储与查询 效率有显著地提高。融合计费策略更加人性化以及智能化，使得用户与运营商的 利益得到保障。 关键词：计费系统 计费管理模型 计费策略 移动Agent Abstract Abstract Network charging system is of great importance for both network operators and users, not only can it calculate a netizens fees, but also monitor the network data traffic and optimize the allocation of the resources. An advanced charging system is a significant gurantee for providing quality services.The existing network charging system has seriously hinderd the development of new businesses with problems like the simpleness and irrationality of the charging method and etc. In this paper research situation at home and abroad of the network charging system are firstly analyzed. Aiming at the localization of the existing traditional network charging system, a new integrated charging system model with an optimized storage structure is set. Based on that model, an integrated network charging system model using microeconomics methods is designed.
