The London Plan: A Summary Mayor of London 3 the London Plan The Greater London Authority (GLA) was established in 2000. It covers the 32 London boroughs and the Corporation of London. It is made up of a directly elected Mayor and a separately elected Assembly. The Greater London Authority Act 1999 places responsibility for strategic planning in London on the Mayor, and requires him to produce a Spatial Development Strategy for London – which he has called the London Plan – and keep it under review.
