Because the understanding of UPA and GSSP of UPA are different, it makes the theoretical content and planning practices different. The paper begins with analysis the Urban and Rural Planning Law of the Peoples Republic of China and the influence of GSSP in the background of urban-rural integration development, and then explores goal orientation of GSSP of UPA on the base of clear understanding of UPA and GSSP of UPA. In the last step, the paper takes the GSSP practice of Luan as an example and proposed the classification system of GSSP of UPA and methods of analysis and evaluation and the countermeasures of the layout .
