Managing the Learning Environment – High Performing Leaders manage the organization, operations, facilities and resources in ways that maximize the use of resources in an instructional organization and promote a safe, efficient, legal, and effective learning environment. Total Quality Management (TQM) delineates things such as finances and inventories as manageable but people are to be led. This theory accentuates this Florida Principal Leadership Standard. High performing school leaders in the State of Florida must manage the organization, operations, facilities and resources in ways that maximize the use of resources within their instructional organization. During my graduate studies, I have learned total quality management approaches are one way in which to manage a school (artifact 16). Deming, founder of TQM, realized improving quality, customer satisfaction, pride, teamwork, and eliminating fear was more productive to organizations (Cunningham Cordeiro, 2006, p. 182).
