Study on highway passenger and freight transportation network optimization development countermeasures of Rural and pastoral areas in Inner Mongolia A Dissertation Submitted for the Degree of Master Candidate ：Hu Yaqin Supervisor ：Prof. Zhang Shengrui Chang’an University ，Xi’an ，China 摘 要 作为农村经济发展的基础和先导产业，农村道路运输业的地位和作用日益彰 显，农村道路运输业实现跨越式发展的要求越来越迫切。经过长期的发展，广大农 村依靠道路运输方式初步缓解了出行难、运货难的矛盾。但是由于公路和其它基础 设施的限制，农村运输的服务质量还比较低，无法满足农村日益增长的运输需求。 供需矛盾仍是农村道路运输的主要矛盾。 本文详细地介绍了内蒙古自治区道路运输市场的发展历程，分析了内蒙古自治 区农村牧区客货运输在道路、站场和车辆几个方面存在的突出问题，同时根据农村 牧区客货运输需求分析和预测，找出了问题的根源。针对这些问题，提出内蒙古农 村牧区客货运输市场如何优化站场、道路和客货运输综合能力。找出决定农村牧区 客货运输发展的决定因素，同时提出政策保障措施。为内蒙古自治区农村牧区客货 运输发展提供有针对性的对策。 关键词：农村牧区，客货运输，网络优化，对策 I Abstract As a foundation and leading industry of economic development in rural areas, the rural road transport’ s status and role becomes more and more important. It is more and more urgent for the rural road transport industry to realize leap-forward development . After a long-term development, the vast rural areas , which relied on road transport, initially eased the difficulties of travel, freight . However, duing to the restrictions of roads and other traffic infrastructure, the service quality of rural transport is still relatively low, and unable to meet growing transportation demands. The contradiction between supply and demand is still the main contradiction of the r ural road transport. This thesis introduces the road transport market development history of Inner Mongolia Autonomous Region in detail, and analyses the outstanding problems of passenger and freight transport
