论治安管理的基本原则 【摘 要】 治安管理的基本原则是治安学理论中的一个带有根本性的重大问题。《治安管理处罚法》更是体现了治安管理的立法原则和精神，既突出强调了保护公民合法权利，又注重加强社会管理，体现了尊重与保障人权与加强社会治安管理相平衡的原则。治安管理的工作是影响和制约着我国社会主义法治建设的另一个因素，其工作是由我国的社会主义初级阶段的经济基础所决定的，直接反映于社会主义初级阶段的经济基础。当前我国治安管理的基本原则是：依法管理；科学管理；专门机关与依靠群众相结合；教育与处罚相结合的原则。 【关键词】 治安管理；基本原则 The Basic Principles of Public Order Management [Abstract] The basic principle of security management is a fundamental problem in the law and order theory.
