摘 要 本文研究的是政府部门人才评估体系,对政府部门人才评估的若干问题进行阐述和分析。除了对人才评估的涵义、基本特征以及功能进行阐述之外,本文从以下内容一步步进行政府部门人才评估体系研究: 首先,详细阐述了我国政府部门关于人才评估建设的现状,了解人才评估在政府部门的应用前景,分析进行人才评估的价值; 其次,根据以上阐述和分析,在确定了政府部门进行人才评估是有必要的基础上,进一步全面分析政府部门人才评估的特点、原则及其评估维度,并且提出政府部门人才评估需要注意的问题; 最后,针对我国政府部门人才评估的实际情况提出政府部门人才评估的方法:360度反馈评估,详细阐述运用360反馈评估方法进行政府部门人才评估的一系列步骤以及需要注意的问题。 由于本文针对的是政府部门,重点是人才评估体系研究,虽然有别于企业人才评估理论体系,但也有共通的地方,因此本文结合政府部门的自身特殊性借鉴并参考了现代企业在进行人才评估体系建设方面的研究经验和成果,从而完成政府部门人才评估体系研究。 关键词: 政府 人才评估 360度反馈评估 Abstract This paper studies the system of talent assessment of government departments. A number of issues about talent assessment of government departments are described and analyzed. In addition to describing the meaning of talent assessment, basic features and functions of the talent assessment, The following is the research about this paper that talent assessment system of government departments: First, it elaborates the status of the construction of talent assessment of government departments, understanding the prospects of talent assessment of government department and the value of talent assessment; Secondly, according to the above describing and analysis, identified government departments, it is necessary to have a further comprehensive analysis of the characteristics, principles and dimensions of the personnel evaluation of government departments. At the same time, some personnel evaluation problems that need attention is mentioned; Finally, asked the method of talent assessment of government departments called 360 degree feedback assessment on the basis of the actual situation of our government departments.Elaborated series of steps to use this approach to make talent assessment of the government departments as well as problems that need attention. This paper aimed government departments and focused on personnel evaluation system.
