金融监管国际化问题研究 杨 晔 2005年5月 摘 要 金融全球化是国际资本流动的必然结果 也是经济全球化的一个重要内容 金融监管是世界各国面临的共同课题 特别是在经济一体化的今天 一国金融监 管当局搞好金融监管也不足以防范金融风险的全球化传播 金融全球化客观上要 求实现金融监管的国际化 以巴塞尔委员会为代表的国际金融监管组织对金融业的国际监管合作进行 了有益探索 并取得了一定成效 但在金融业新的发展趋势下 金融监管国际化 的道路也面临着困境 本文试从金融监管国际化的必要性 金融监管国际化的表现以及在金融业新 的发展趋势下金融监管国际化面临的困境等方面进行论述 并探寻在金融监管国 际化背景下中国的现实选择 主题词 金融全球化 金融监管 金融监管国际化 Study on Globalization of Financial Regulation and Supervision YANG Ye May, 2005 Abstract Financial globalization is the inevitable result of international capital movement, and it also has an important role in economic globalization. Now, financial regulation and supervision has become a worldwide topic. In todays world, an effective financial regulation and supervision in a single country is not sufficient to stop financial risk from spreading all over the world. Financial globalization generally requires the globalization of financial regulation and supervision. International financial supervision organizations, such as Basel Committee, have made great achievements in international financial regulation and supervision cooperation. But in the face of many new developments in the financial industry, the road ahead for the financial supervision globalization may not be so smooth all the time. This paper will elaborate on the necessity, embodiments, and difficulties of financial regulation and supervision globalization.
