Behind the confusion, China lacks the plan how to construct a scientific and rational law service market. The elements of content of laws and regulations, the major plan of the main service targets and the success of the development are short of perfect thought and plan. Base on the theory of accessing to justice, the specialization and the popularization of administration of justice, we should construct the system of an element of two type of law service to make the lawyers to be the only main part in law service market. So we can charge the market coordinately.
