电子政务建设风险管理应用研究分析.doc

摘 要 随着如今整个社会经济的进步和发展，科学技术不断的进化，信息网络的覆盖已经蔓延到全球。在信息化这一必然发展趋势下，电子政务项目的建设与发展必将成为一个重要的方向，政府在管理整个国家的事务时，运用到电子技术是极其关键的。电子政务建设对于政府的长期和广泛影响是至关重要的。然而在其实现的过程中，必然会存在极大的阻碍。更因其本身具有的的宏大性、复杂性、艰巨性，所以规范的项目风险管理对于电子政务项目的建设无疑会起到关键作用。 很多的电子政务项目在一些政府中都得到了良好的效果，然而一些无法通过表面便可以看出的问题，也伴着这一良好效果取得而逐渐浮出水面。造成这一结果的原因就是因为不存在一个规范的项目管理来管理这个电子政务项目建设的过程。 文章的主要内容如下：着重分析电子政务项目的存在一些风险，并结合国外在这一方面有所建树的例子，运用利益相关、风险概率等方法针对风险制定有效的风险管理方案。本文通过一些实际例子找到在电子政务项目上存在的风险，并对其进行彻底分析，控制风险发生的可能性。 关键词:电子政务项目;管理;建设;分析 Abstract As now the progress and development of the whole social economy, science and technology constantly, the evolution of the information network coverage has spread to all over the world. Under the informatization trend in this project the construction and development of e-government will become an important direction of the government in management affairs of the whole nation, and is applied to electronic technology. E-government construction is vital to the governments long-term and extensive influence. In the process of its implementation, however, will inevitably exist great obstacles. More because of its itself has the big difficulty, complexity, and so the specification of the project risk management to the construction of e-government project will no doubt play a key role. Many e-government projects in some government got good effect, but some cant can see through the surface of the problem, also with a good effect is obtained and gradually surfaced. The cause of this result is because there is no a standard project management to manage. this process of e-government project construction of the main content of the article is as follows: focusing on the analysis of e-government project has some risk, and combined with abroad in this example, seem to risk using the method of interest, risk probability for making effective risk management plan.
