 毕 业 论 文 学生姓名： 王洪倩 学 号： 20091121025 系别班级： 保险系财政学09级本科班 专业（方向)： 财政学 题 目： 农村公共产品供给体制的国际经验 与借鉴 指导者： 段铸 副教授 评阅者： 郑思海 讲师 2013 年 5 月 8 日  毕业论文中文摘要 农村公共产品供给的国际经验借鉴与对策研究 摘要： 长期以来，我国在经济发展中一直存在农业基础地位薄弱，农村经济发展滞后，农民增收困难的问题。很大程度是由于政府在经济政策的制定上偏重于城市和工业的发展，尤其是在各种公共服务的供给上，农村一直处于被忽视的地位。“三农问题”已经成为制约我国经济全面、协调和可持续发展的巨大瓶颈。 本文在第一部分阐述了农村公共产品的涵义，农村公共产品的供给在农村经济发展中发挥着无法替代的作用；第二部分说明了我国农村公共产品供给的现状和存在问题，主要有农村公共产品供给总量不足、基础设施投入力度不够、农村教育资源配置结构失衡等；第三部分对比分析了发达国家和发展中国家的农村公共产品供给的现状；第四部分在借鉴国外的基础上，在加大农村公共产品供给力度、大力加强农村基础设施建设、加大农村教育建设的补贴力度等方面完善我国农村公共产品供给体系。 关键词： 三农问题 农村公共产品 供给 毕业论文外文摘要 Title The international experience of rural public goods supply reference and suggestions Abstract For a long time, our country in the economic development has been the position of agriculture as the foundation is weak, the slow development of the rural economy, the difficult problem of increasing farmers income. Three rural issues has become a bottleneck restricting Chinas economic comprehensive, coordinated and sustainable development.
