Agricultural infrastructure construction directly restricts the level of comprehensive productivity of agriculture and agricultural production development, the construction of modern agriculture, improve the agricultural comprehensive productivity plays a very important role. In the process of agricultural production, soil, fertilizer and other production factors and production data of water conservancy facilities condition dependence is very strong, so the water conservancy facilities is the lifeblood of agriculture production and operating activities, on the level of agricultural production has decisive influence. Improving rural water conservancy facilities construction, improve agricultural production, increase farmer income, in order to better solve the building of new countryside in the process of three rural issues. Therefore, in this paper based on the theory of public goods investment, with Qingzhou city construction of small-sized irrigation and water conservancy investment as the case unfolded our country small-sized irrigation and water conservancy construction investment of each investment, establishment of small-sized irrigation and water conservancy construction feasibility and related system is studied, so as to further explore the establishment of small-sized irrigation and water conservancy investment model, at the same time this paper also influence farmer investment and establishment of small-sized irrigation and water
