Must reduce the energy conservation the row of achievement current enhancement macroeconomic regulation and control the key point, must process the economy rate of rise and the energy conservation correctly reduces row of relations, reduces truly the energy conservation the row of achievement clear-cut assignment, enable the economical growth establishment in to save the energy resources and in the protection environment foundation, realizes industry civilization surmounting. From the negative pollution, the destruction to the positive restoration, the construction evolution, finally realizes from the one-dimensional social economy prospers moves towards the three dimensional compound ecology to be prosperous: Wealth, health, civilization.
