Then the paper analyses the current situation of rural finance, mainly taking the rural finance of JiangSu Province for example, from the formal rural finance to informal rural finance two aspects. Specific measures are put forward for the standardization and development of the rural finance, specifically from the legal status of private finance, regulate private finance in rural areas, strengthen and improve the regulatory system, strengthen the supervision of private finance, the strengthening of civil scale of financial institutions, governments regulate the normal activities of private finance must first recognize the positive role of private financial institutions, the establishment of rural financial institutions, private deposit insurance system, improve the overall quality of their own farmers, and so on. Finally, it summarizes the paper and draw the following conclusions: the formal financial system status is irreplaceable, but the exist of rural finance has prompted it constantly improve themselves, the formal legitimacy of rural finance should be understanded and paid attention to by the relevant departments
