ABSTRACT ABSTRACT Software measurement is one of the components of modern measurement theory, purpose of which is realizing quantitative management of software. Software functional size measurement is able to quantitate the size of the whole project in the early stage of project development, providing solid basis for estimation and management of software projects. Improving the accuracy of software functional size measurement methods in practical application, similar problems of objectivity, convertibility and influence of new technology must be taken into consideration. So solving this problem is of great significance. After detailed research and comparison of several software scale measurement methods of common use, IFPUG （The International Function Point Users Group ）method was chosen to be the research subject. Based on thorough research on the characteristic of the project and IFPUG method, functional size quantitation of National project “Government informationisation platform” was accomplished, and following research find were obtained :  Process of IFPUG method was improved ，and the improvement is verified in a concrete project;  A more reliable and more precise FPA and LOC switching method was proposed, to make the verification more objective than the original one;  In light of the error theory, evaluated the measurement method through error analysis of result obtained by the method.
