PAGE \* MERGEFORMAT15 安 徽 财 经 大 学 本 科 毕 业 论 文 论文题目 我国农业补贴问题浅析 院 (系) 财政与公共管理学院 所在班级 2011级财政学（4)班 姓 名 徐志高 学 号 指导老师 陈传明 讲师 日 期 2015年5月10日 【内容提要】财政支农补贴是各国为保护农业、提高农民收入水平、促进农村发展而普遍采取的政策手段之一。对于我国现阶段的农业补贴问题，要进一步完善财政支农补贴政策，遵循直接受益和简便合理的原则，增加财政直接的投入力度，改进财政支农补贴方式，合理确定财政支农补贴重点。本文通过对当前我国农业补贴现状分析，了解农业补贴的具体政策制度，分析其中利弊，提出必须从我国实际国情出发，按照“量力而行、循序渐进；指向明确、突出重点；协调配套、提高效能；直接受益、操作简便”原则，以保障国家粮食安全、增加农民收入为目标，以补贴重点产品、重点区域和关键环节为核心，以价格支持为基础、直接补贴为主体，建立操作简便、协调高效、收益直接的农业补贴制度。 【关键词】农业补贴 价格支持 直接补贴 供给 增收 Abstract：Financial support for agriculture subsidies is one of the policies that have been generally taken by many coutries to protect agriculture, increase farmers income and promote rural development. Guided by the principles of direct benefit and simple in a reasonable way, Chinas current agricultural subsidies need to be further improved by increasing direct financial investment, improving financial support for agriculture subsidies, rationally determining the focus of financial support for agriculture subsidies. This articles analyzed the current status of agricultural subsidies which helps us to know the system of these specific policies and pointed out the pros and cons and aslo we would have to start from the acutal conditions of China,according to the principle do what, step by step; point clear, focused; coordination support, improve efficiency; direct benefit, easy to operate , in order to ensure national food security and increase the income of farmers to subsidize key products, key areas and key links to the core, the basis of price support, direct subsidies for the body to build simple, efficient and direct agricultural subsidies polices.
