ChallengesofPrivateDomesticFinancein DevelopingInfrastructureProjectsinChina LIBing SchoolofManagement,XiamenUniversity,Xiamen361005,China Abstract:Chinahasbeenseeinganewroundboomingininfrastructuredevelopmentfromthe introductionofdomesticprivatefinancesincethepublicationofaseriesofconcessionregulationin recentyears.Manymediumorsmallsizemunicipalfacilityprojects,suchaswastetreatmentplant, aredesignedinanewformofBOTbylocalauthorities.Academicresearchersandindustrial practicerspointoutthatdomesticfundedinfrastructureprojectswillbethemaindevelopmenttrend inconstructionprocurementmarket.However,therearemanyfactorsmustbetackledinadvancein ordertoreachawin-winsituationbetweenpublicandprivatesector,andimplementaproject successfully. TwentythreefactorsassociateddomesticPPPprojectshavebeenidentifiedfromChinese literatures.Furtherreviewsshowthatthesefactorsaregreatlyassociatedwithpoliticalrisk,which wouldbeorganisedintothreemajorgroups:centralgovernmentpolicy,localgovernmentpolicyand practice,andtheprivatecompanyquality.Aquestionnairesurveywascarriedouttofindoutthe criticalfactorswhichmayimpedetheimplementationofPPP.Statisticanalyseswerecarriedout usingdescriptiveanalysis(meanvalueanalysisandranking)andinformativeanalysisusinganalysis ofvariance.Theresultsshowthatabsenceofoperationrightassuranceandobstructioninfinancial channelarethetwomostcriticalriskfactors.Thereisnosignificantdifferenceofopinionsbetween thepublicandprivateparticipants.
