浅谈政府投资管理 摘要：政府投资项目如果缺乏风险防范机制，就可能有名无实，变形走样，难以实现节支、防腐的制度目标。招标建设和集中建设本身并不能医治目前建设管理中存在的各种问题。通过风险识别、风险估测、风险评价，并在此基础上优化组合各种风险管理技术，对风险实施有效的控制和妥善处理风险所致损失的后果，期望达到以最少的成本获得最大安全保障的目标。本文以定性与定量分析相结合的方法，并以理论与实际案例分析相结合的形式，对于风险管理理论、政府投资项目的风险问题进行了系统整体的分析，并且以实际例子来进一步说明风险管理方法在政府投资项目的具体应用，并且最后以实际例子相对应的风险控制方法，为决策者提供了科学依据。政府投资项目是政府财政支出的重要内容。本文立足于理论与实践相结合的目的，从政府投资项目的概念着手，对于政府投资项目的过程进行了分析，并且对建设过程中的风险因素进行了辨识、评价，重点做出了基于CIM模型的数量分析。 关键词： 风险防范 政府投资 CIM模型 风险管理 防范对策 Abstract: The lack of risk prevention mechanisms, government investment projects may be in name only, deformation-aliasing, it is difficult to achieve savings, anti-corrosion system of the target.
