促进中国房地产业可持续发展的对策研究 摘要 “安居乐业”是千百年来每个中国人的梦想，更是当前我国老百姓最 关心、最直接、最现实的利益问题。自1998年“房改”以来，我国房地产 业蓬勃发展。房地产业波及面广、带动作用大，具有较高的产业关联度; 2004年我国房地产业对GDP增加值的贡献率为4. 5%，对GDP增长的拉动率 为0. 4590;房地产业既是“分税制”改革后地方财政收入的主要来源;又为 解决我国的就业问题提供了一个广阔的市场;更提高了我国居民的居住水 平，改善了居民消费结构。总的来看，房地产业已成为我国重要的基础产 业和主导产业。在这样的前提下，我国房地产业的可持续发展就成为一个 鱼待解决的议题。在研究房地产业和可持续发展相关理论的基础上，结合 房地产业可持续发展的现实指标体系，本文利用各类年鉴的统计资源对我 国的房地产业进行了系统的分析，指出了我国房地产业发展中存在的问题。 接着，通过对我国总体经济形势、城市化进程和政府宏观调控政策等外部 环境因素的分析得出了我国房地产业可持续发展的必然性，并在此基础上 提出了政府应在建立健全宏观调控体系、加强房地产业相关法律法规建设、 提高土地利用率、构建房地产金融体系、提高房地产产业集中度、优化城 市规划布局、发展“密集”城市等方面有所作为。 关键词:中国房地产业 可持续发展 宏观调控 RESEARCH PROPOSAL OF SUSTAINABLE DEVELOPMENTOF REAL ESTATE 1N CHINA AB STRACT Each Chinese pursues the target of living in peace and enjoying their work, and each civilians in PRC cannot wait to see the achievement of this target. Since the housing reform in 1998, the industry of rear estate in China has developed swiftly. The industry linkage rate between the real estate industry and the others is perfectly high. In 2004, the contribution rate of real estate to GDP reached 4.5%, and the acceleration rate achieved 0.45%. After the tax reform, taxes from the real estate industry became an important income of the regional finance. The real estate provides a reasonable way to the settlement of reducing the unemployment; meanwhile, it contributes a lot to the promotion of living standards of civilians and the improvement of consumption structure. Overall, the real estate Indus仰has become a basal and pillar industry of the Chinas national economy. On this condition, the sustainable development of real estate industry in China becomes an urgent issue to be solved.
