附着的业务流程 一个终端用户需要首先注册到有效的网络上面才能够使用网络业务。这个过程被称为网络附着。对于永久在线的EPS系统中的用户来说，就需要在附着过程中建立一个默认承载。 在这个附着过程中UE也可能触发一个或多个的专用承载。附着流程是用户开机后的第一个过程， 是后续所有的流程的基础。 NOTE 2: For a PMIP-based S5/S8, procedure steps (A), (B), and (C) are defined in TS 23.402 [2].
