10126 分类号 密级 U D C 编号 论 文 题 目 构建质量标准体系中的政府行为-以鄂尔多斯羊绒 国际贸易中遇到的质量标准问题 院 系：内蒙古大学MPA教育中心 专 业： 公共管理 研究方向： 学 号： 研 究 生： 指导教师： 2008 年11月13日 摘 要 加入WTO之后，传统的贸易壁垒逐步削弱，以技术标准、技术法和合格评定程序为代表的技术性贸易壁垒显现着越来越重要的作用。各国利用技术性贸易壁垒阻碍贸易的情况日益增多，我国出口也深受影响，不少产品受限，企业受阻、经济受损现象严重。 本文从我国面临的技术性贸易壁垒的整体形势，以及我国重点出口行业因为技术性贸易壁垒遭受的损失，我国主要出口国家的技术性贸易壁垒的特点，分析我国面临的技术性贸易壁垒的特点，还有我国在应对贸易壁垒方面表现出来的不足。同时，通过对鄂尔多斯羊绒集团以及其他国家应对技术性贸易壁垒的成功案例分析，得出构建公共检测平台是应对技术性贸易壁垒的有效手段。最后，通过研究我国应对技术性贸易壁垒的相应措施，认识到我国政府目前正处于向服务型政府转变的转型期。中国政府职能应该是以市场经济为导向，界定和保护产权，保证微观规制，加强宏观调控，培育和完善市场。政府职能转变的重点应放在处理政企关系上，建立市场导向型的政府，增强为企业提供公共服务的能力。在为出口企业服务方面，支持企业开发与研制技术先进的产品，提高出口产品的竞争力，建立权威的产品测试、认证机构。 关键词：技术性贸易壁垒（TBT）,政府行为，政府职能转变 Abstract After our country joined WTO, traditional barriers to trade are weakening. Technical barriers to trade, which is delegated by the technical standard, technical law and eligibility assessment procedure, play a more and more important role. So many countries use technical barriers to prevent trade. Our country is also influenced by it: many products are rejected and many companies are blocked, and suffer great loss. In this paper, I will discuss the situation of the technical barriers to China, and the loss for the important sectors because of the face the technical barriers. We also talk about the important country which import our goods, and find the characteristics of their technical barriers. Then we can find our weakness for facing the technical barriers. Analysis of the successful cases of Erdos Cashmere Group, and the other countries’ successful cases to deal with the technical barriers, we know that set up the public examination platform is an effective way to deal with technical barriers to trade.
