产业政策作为实现国民经济现代化要求的重要手段，应当通过制定产业政策
法予以实现和完善，产业政策应走向法治化。产业政策法治化意味着产业政策的
制定和实施法律化，产业政策主体行为确定化，产业政策的法律责任明晰化。我
国目前的产业政策存在着法律化程度不高，体系不健全，立法程序中民主化程度
不高、缺乏有效的监督体系和究责机制等问题，影响了产业政策的实施效果。尊
重市场经济的客观规律，加强政府责任，加快产业政策立法步伐，完善产业政策
法的制定和实施程序，健全产业政策法律体系，完善产业政策法内容，以实现产
业政策法促进社会经济发展的功能，是推进我国产业政策法治化进程的有效途
径。
