8 我国村民自治存在的问题与对策 【摘 要】：我国十亿农民实现村民自治，当家作主，自己管理本村的事务，这是史无前例的具有中国特色的伟大的社会主义民主，它正在我国农村迅速地发展。村民自治作为我国农村基层民主政治建设的进程，促进了农村经济的稳定发展，还有效地维护了农村地区社会的稳定。同时，发展中的村民自治需要通过理顺关系、完善制度、提高参与意识，真正实现自我管理、自我教育、自我服务。村民自治作为改革开放后中国农村的一大重大制度创新，在我国基层民主中占重要地位。经过二十年的发展，村民自治制度日益成熟，但仍然存在一些问题，进一步解决村民自治存在的问题是走向民主治理的必由之路。 【关键词】村民自治；问题；原因；对策 Problems and Countermeasures of villagers autonomy in China Abstract: Ten hundred million farmers in China realize the villager autonomy, be in power, run their own affairs, there was no parallel in history. Key words: Villager autonomy; problem; reason; countermeasure 村民自治是我国农村基层民主制度建设的核心内容。从1988年《中华人民共和国村民委员会组织法》颁布实施算起，村民自治已经在我国农村地区推行了20多年。通过实行村民自治，确实给我国农村的基层民主政治建设进程带来了实实在在的影响，不仅推进了农村基层民主政治建设的进程，扩大了农民群众当家作主的权利，促进了农村经济的稳定发展，还有效地维护了农村地区的社会稳定。但是，村民自治制度作为一种新兴的制度，在实践过程必然会受到的和制约，存在着一些不容忽视的问题。村民自治在农村取得了一定的成就，但由于其还处于实践阶段，很多制度还不完善。具体表现为：一、《村民委员会组织法》在对村民自治具体实施的细节上，至今还没有做出明确规定。二、当前的村民自治制度多为实体的条文规定，程序上的操作规定较少，使村民自治在实际运用中缺乏操作性。三、在村民自治实行过程中缺少有效的监督制约机制。目前，村民自治主要的监督主体是上级党政部门和村民会议。常常出现因为村民的监督意识不强以及上级党政部门的行政监督不到位，结
