政府间转移支付对中国省级区域经济增长影响效应研究.pdf

摘要 摘 要 科学的政府间转移支付制度通过中央—地方经济利益的再分配，在实现各 地区财力均衡、优化资源配置、缩小区域经济发展差距、促进社会公平等方面 具有重要作用。我国于 1994 年建立了政府间转移支付制度。自此，国内越来越 多的研究致力于评估解释转移支付对均衡地区间财力差距，实现地区间基本公 共服务能力的均等化和缩小地区间经济发展差距等方面的影响作用，然而结果 不尽相同。本文旨在现有的研究基础上，考虑采用多种估计方法，对数据进行 适当的处理，检验不同估计方法能否得到相似或相同的结论，以增强政府间转 移支付对省级区域经济增长的影响的解释。 本文以索罗—斯旺新古典增长模型为依据，构建面板数据模型及其空间形 式，采用 Driscoll-Kraay 法、两步系统广义矩估计法（Two-step System GMM） 和空间估计方法，对政府间转移支付在中国省级区域经济增长方面的影响效应 进行评估。通过本文的研究，笔者得到：政府间转移支付能够显著促进中国省 级区域经济增长，只是影响程度不大；在以中西部地区为主体的欠发达地区， 政府间转移支付对经济增长的促进程度要大于全国平均水平；与目前大部分相 关研究结果相似，政府间转移支付扩大了地区间经济发展差距，对我国本不大 的区域经济收敛速度产生了消极效应。 关键字：政府间转移支付；区域经济增长；面板数据；空间计量 I 万方数据 Abstract ABSTARCT Through the redistribution of the central-local economic interests, scientific inter-governmental transfer payment system plays an important role in realizing regional financial balance, optimizing the allocation of resources, narrowing the gap in regional economic development, and promoting social justice, etc. In 1994, China began to establish inter-governmental transfer payment system.
