It is a triangle area covering 1210 square kilometers-one-fifth that of greater shanghai with a population of 4.12 million. Back in 1980s, the city proper of shanghai referred largely to the western bank of the river. The opposite banks of the Huangpu were connected mainly by ferryboats, so although pudong was just across the river from the prosperous bund and Nanjing road, it remained countryside except for a narrow industrial strip along the river with wharves, warehouses, and a few factories. But the east side of the river has its potentials. It owns the coast which is favorable for harbors and international trade. There was plenty room for thdevelopment. On april 18 1990, the central committee of Chinese communist party and the state council declared the opening and development of pudong, and in 1993 the administration of pudong new area was created. Since the pudong has become an symbol of shanghai’s sweeping advance to a modern metropolis. In the first 10 years, pudong new area was turned into a modern city.
