摘要 近年来，我国社会经济展迅速，国家综合实力明显增强，人民的生活 水平明显提高，但是社会事业发展，尤其是社会保障和卫生事业发展相对 滞后，导致了“看病贵、看病难”等比较突出的社会问题，如何从根本上 解决城乡困难人群医疗难问题成了各级政府部门面对的首要民生问题。 本研究从广州市医疗救助政策实施情况和特点出发，结合医疗救助 理论，借鉴国内外先进城市医疗救助成功经验，对现行政策的实施效果 进行评论，分析存在的问题，探索可持续的对策，为广州市医疗救助项 目的健康发展提供参考。通过调查研究，本文提出广州市医疗救助项目 应建立资金的正常增长机制，实现资源整合，在政策上和运行机制上更 紧密地与社会各医疗保险制度相衔接，进一步扩大救助范围、提高救助 标准，设立重特大疾病专项医疗救助制度，实施差异化救助的建议，以 提升医疗救助效率和质量。 关键字： 困难群体医疗救助效果研究 ABSTRACT In recent years，our social and economic has developed rapidly,the comprehensive enhances obviously,the living standard of people improve observably．But the development of social undertakings，especially social security and health development relative lag，1ed to¨see a doctor expensive， difficult to see a doctor¨and other prominent social problem．How to fundamentally solve the problem become an important livelihood issues for the government departments． The study set out with the implementation and characteristics of the Guangzhou City medical assistance policy，combined with the medical aid theory．draw lessons from domestic and intemational advanced city’S successful experience in medical assistance，make the current policy evaluate in the implementation effect，analyzes the existing problems，explore the countermeasure with sustainable development，to provide reference for the healthy development of Guangzhou City medical assistance projects． Through the investigation and study,the article put forward some suggests，such as Guangzhou City medical assistance program should be established the normal growth mechanism in fund，realize the integration of resources，link up the social medical insurance system from the policy and mechanism in more closely,expand the scope of aid more，improve the aid standards．establish the specific medical assistance system for serious disease． Carry out the differentiation relief,for improving the efficiency and quality in medical assistance． KEY WORDS：Disadvantaged Groups，Medical Assistance，Evaluate， II 目 录 摘要???．：??????????????????．I ABSTRACT．．．．．．．．．．．．．．．．．
