摘 要 经济全球化和信息化的发展极大地改变了跨国公司经营和竞争的环境，国际服务外包成为跨国公司提高核心竞争力的战略选择，并发展成为新时期服务业国际转移的重要形式，开辟了服务生产和国际分工的新方向，推动了全球新一轮的产业转移。这对走向国际市场，发展现代服务业的中国来说，充满着机遇和挑战。金融危机爆发以后，国际国内形势发生了巨大变化，出现了一些新的情况和问题，我国能否在这次金融危机中抓住机遇转“危”为“机”，这是本文要解决的问题。 本文在研究吸收以往研究成果的基础上，首先运用迈克尔·波特的国家竞争优势理论，从生产要素、国内需求条件、相关和支持性产业、企业战略和同业竞争，以及机遇和政府角色等六个方面，全方位、深层次地分析我国发展服务外包产业的基础条件，明确我国服务外包产业所固有的竞争优势。其次运用“钻石模型”分析在国际金融危机特定环境下我国承接国际服务服务外包所面临的特殊优势及一些不利因素。然后从全局出发，根据所面临的国际不利因素和国内不利因素，并根据具体情况提出自己的政策建议。最后，全面分析我国目前发展服务外包产业对各要素之间的互动进行剖析，通过“钻石模型”分析工具，推导出我国发展服务外包产业，已日益形成产业集群效应，明确我国服务外包产业在各方面的实力水平，阐述我国服务外包产业在整个世界产业转移过程中的潜在竞争优势和发展潜力，得出我国在国际金融危机下完全可以抓住机遇转“危”为“机”的结论。 关键词：服务外包，竞争优势，金融危机 ABSTRACT Economic globalization and the development of information technology have greatly changed the operation of transnational corporations and the competitive environment. The international service outsourcing has become the strategic choice to improve the core competitiveness of transnational corporations, and it has developed into an important form of international transferring in service industry. It leads the direction of service industry and international division, promoting a new round of global industrial transfer. Because of this, it is full of opportunities and challenges to China which is developing the international market and the modern service industry. But the financial crisis makes the international and domestic situation undergo tremendous changes. There have been some new situations and problems. If our country can seize the opportunity to change crises into opportunity in the current financial crisis, it is a problem to be solved in this article. Based on the past wide research on service outsourcing from home and aboard, first, this paper systematically analyzed the fundamental qualification of China, according to the direction of theory “the competitive advantages of nations” raised by Michael E.
