和谐社会视阈下公共政策制定中的公民参与研究  摘  要 随着社会主义民主政治的发展和公共政策学理论研究的不断深入，在构建社会主义和谐社 会的今天，公民如何有效的参与公共政策制定值得深入研究。公民参与公共政策制定不仅是发 扬社会主义民主，推动社会主义政治文明建设的内在要求，还是依法治国，建设社会主义法治 国家的内在要求。因此必须大力提倡和推动公民参与公共政策制定，推进整个社会和谐有序的 向前发展，构筑一个和谐的社会主义中国。 本文在把握和借鉴前人研究成果的基础上，试图探讨和谐社会视阈下我国公共政策制定中 的公民参与问题。首先分析了我国公共政策制定中公民参与的现状，肯定其取得的成绩，这些 成绩的取得离不开我国公民参与公共政策制定的理论基础：人民民主理论、现代行政理论和善 治理论。本文也指出了现阶段存在的问题，并分析了影响我国公民参与的制约因素。本文还分 析了国外公民参与的主要理论并总结出这些理论对我国公共政策制定中公民参与的启示作用。 借鉴国外公民参与理论的先进观点和经验，并针对当前我国的实际，本文尝试提出了构建和谐 社会中公民参与公共政策制定的应对策略。这是本文的重点部分，主要从三方面来论述：加强 公民参与的文化建设；完善公民参与的现有制度；加快公民参与的制度创新。文章的最后得出 结论，公民参与公共政策制定是发扬社会主义民主政治，建设社会主义政治文明，构建社会主 义和谐社会的重要保证。 关键词:公民参与，公共政策制定，和谐社会 iv 南京航空航天大学硕士学位论文 Abstract As the development of socialist democratic politics and the further study of pubic policy theory, how the citizens to effectively participate public policy-making is worth studying thoroughly in the process of constructing socialism harmonious society. The citizens’ participation in the public policy-making is the basic request not only to carry forward the socialist democracy and impel the socialism politics civilization construction, but also to rule a nation legally and to construct socialism country under the rule of law. Therefore, it is necessary to promote with great effort and impel the citizen participation in the public policy-making, and it is also necessary to develop the whole society harmoniously and orderly in order to construct a harmonious nation in China. This paper tries to explore thoroughly the citizen participation in public policy-making under the vision of the harmonious society of China on the basis of all the previous researches.
