Abstract Abstract In the recent years，the rapid development of Intemet technology has influenced humans production and life style，especially in the political life．WitIl these factors，Citizens Network Participation has became a new way of Political participation．In our country,the development of the citizen network participation not only satisfied the citizen participated aspiration,but also reduced the cost of collecting the citizens information，also greatly improve the interaction between citizen and government．With the characteristics of the network，it iS convenient for citizen to participate the political while there a佗still some questions under the citizen。political participation on Network．In this article，we mainly adopt Literature research,Empirical research and Standard analysis research method，through the citizens participate theory，Network political theory and Network participate theory． And combining、析tll the developing history and the practicing condition of Chinese citizens participation on the network．In order to analyze the various issues in the development of Chinese people in network participation，it also gives some suggestions from three aspects：the body in the network participation,the representativeness of the network participation behavior and the technology in the network participation．Our Chinese government should treat the existing problems and strengths of our citizens participate network positively．11陀key of this study is taking me锄ures to slove these problems timely． There ale three parts in this article．rnle first part mainly analyze some local and abroad research reviews of the network political participation，also summarize some correlation theory，such as basic concepts、features、basic forms and the value orientation of the citizen participation on network．111e second part introduces the development history of citizen participation on network in China，then summarize the basic practice condition of Chinese citizen participation 0n network诵t
