“夕阳”与“曙光”——新型农村养老保险制度调查作者：张欢欢 王逸文弓进梅 卢信智 虞嘉葳杨 苗 蒲 敏 喻 喆指导老师：周湘斌指导学长：卫广伟2011年8月摘要2006年12月在《中共中央国务院关于全面加强人口和计划生育工作统筹解决人口问题的决定》中，明确指出目前我国已进入老龄社会。我国人口老龄化超前于经济发展，加之我国的人口基数大，解决人口老龄化问题成为摆在我们非常棘手的事实。在目前的户籍政策的影响下，城镇老年人有退休金和养老金，老年生活得到了基本的保证，但是农村的老年人只能依靠子女采取传统的养老模式。而在现在的社会中，传统的养老模式又是极其脆弱的，到时老人的境况十分的凄惨。2009年国务院颁布了关于开展新型农村社会养老保险试点的指导意见。旨在解决农村老年人的养老问题。我们实践团深入河北省衡水市枣强县王家庄深入的了解新型农村养老保险政策的实施、效果、影响等一系列情况。我们将村民划分为16—59岁和60以及60岁以上两部分，根据这两部分人的不同情况我们分别采用了问卷调查法和访谈法。此外我们还走访了村长、王常乡政府负责此工作的部门以及枣强县新型农村和城镇居民社会养老保险试点工作领导小组办公室。以更加全面的了解新型农村养老保险制度实施开展的情况，找出其中值得其他地区值得借鉴的经验和发现当中存在的不足。【关键词】社会学老龄化 社会养老保险新型农村养老保险AbstractIn December 2006 the CPC central committee of the state council on strengthening the population and family planning work to solve the population as a whole issue decision, explicitly pointed out that at present our country has entered into aging society.
