中国水利水电建设集团公司工程系列专业技术资格 评审实施细则（修订） 第一章 总则 第一条 为加强集团公司的人才队伍建设，客观公正地评价广大工程技术人员的专业技术水平，鼓励多出成果、多出人才，促进集团公司科技进步与经济发展，结合水电建设企业特点，制定本评审细则，作为工程系列中、高级专业技术资格评审的指导标准。 第二条 本细则中的“工程技术人员”是指在土木工程建设及相关行业中，从事工程建设、规划设计、运行管理、科学研究、技术开发、技术咨询、技术管理等专业技术人员。 第三条 按照本细则规定的条件，经评审合格可获得工程申报者，须申报者，须(原名称为中国科学技术协会青年科技奖)的独立完成论著20万字或译著50万字以上对所从事的专业有深入的研究和独到的见解，在同行专家中具有的知名度掌握本专业为项目负责人主要技术负责人，主持过大、中型工程的科研、规划、、设计、施工咨询、管理专业技术工作作为主要编写人，主持或参加过编工作有将国内外先进技术或新理论应用于科研和生产实际工作、开拓新的应用研究领域或解决中重大技术问题的经历国家攻关项目或重点开发、咨询项目，有重大发明创造或重大技术革新通过相应级别的审查被部门采纳正式出版不少于五万字在公开的省部级以上科技刊物上发表三篇论文同行专家认定的交流编写或修订技术标准规程规范或教材、技术手册，本人撰写的部分不少字?????????
