新公共服务理论与我国残疾人公共服务体系的构建 全国残疾人社会保障与服务论坛论文 载于《广州残疾人研究》2010.6 谈志林 【摘要】构建具有中国特色的残疾人公共服务体系，是我国新时期残疾人事业发展的必然要求。新公共服务理论所提出的以人为本的价值取向、公共利益至上的服务理念、权利保障的服务宗旨和民主参与的服务方式，可以为我国残疾人公共服务体系的构建提供有益的启示。针对当前我国残疾人公共服务存在的问题，构建残疾人公共服务体系，应该坚持以人为本，逐步推进残疾人公共服务的理念变革，促进残疾人公共服务的均等化，发展政府、非营利组织与市场等多元服务主体合作协商的服务供给模式，并立足基层，大力发展社区残疾人公共服务，逐步构建以需求为导向的残疾人公共服务体系。 Abstract: Building a public service system for disabled people with Chinese characteristics is an inevitable requirement for the development of the disabled. The new public service theory provides useful inspirations to the construction of China’s public service system for disabled people, for the values of people-oriented, the service concept of the supremacy of public interests, the service purpose of rights protection and the service mode of democratic participation it proposed. Considering current problems in China’s public service for the disabled, to build a public service system for disabled people, we must adhere to the mind of people-centered, gradually promote the concept reform of public service for the disabled, gradually construct demand-oriented public service system for disabled people, and accelerate the equalization of public service for disabled persons. Meanwhile, we should develop the cooperative and consultative mode of service supply that participated by multi-service parts like the government, NGOs and the market, etc. At the same time, we should devolep community public service for the disabled at the grassroots level. 【关键词】残疾人、公共服务、权利保障、民主参与 Key words: disabled people, public service, rights protection, democratic participation 构建残疾人公共服务体系既是残疾人事业发展的需要，也是现代社会文明程度的标志。随着经济社会的发展，我国残疾人群体的公共服务需求不断增长，而当前残疾人公共服务严重不足的弊端日益凸显，这就要求从理论到实务对解决残疾人公共服务问题进行积极的探索。以登哈特夫妇为代表的新公共服务理论可以为我国残疾人公共服务体系的构建提供诸多有益的启示。立足于我国特殊的行政生态，认真汲取新公共服务理论的有益成果，积极探索构建具有中国特色的残疾人公共服务体系，是我国新时期残疾人事业发展的现实选择。 一、残疾人公共服务体系的基本内涵与新公共服务理论的主要观点 公共服务有广义与狭义之分，广义的公共服务是指公共部门为满足公民基本生活与社会发展需求所提供的所有公共产品的总称，包括制度形态、物质形态和劳务形态等各种公共服务类型。狭义的公共服务是指政府为满足公共
