Chapter VIII Developing Great Britain The New Poor Law and the Anti-Corn Law League III. The New Poor Law and the Anti-Corn Law League Part 1 The New Poor Law It was passed in 1834, according to the law, the only relief that the poorest workers could get was given in the workhouses, where conditions were even worse than those of the meanest laborer who was earning his own living. The Poor Law Amendment (修改,修订)Act of 1844 allowed for Unmarried mothers to go to Petty Sessions(会议) for claims (要求,认领)against the child‘s father. It also allowed for ratepayers (纳税人)to have votes for the Boards of Guardians In 1834 the New Poor Law was enacted (制定,通过)which joined together about six Parishes into a Union for the administration of the measures to deal with the poor under the national leadership of the Poor Law Commissioners(委员). Several citizens in the Parish, usually the well to do, were appointed to run them The poor belonged to their own Parish, and Union. The Settlement System tended to send the poor back to their Settlement Parish, sometimes miles away and probably where they no longer had family connections. If the pauper(乞丐 )lacked a Settlement Certificate(证明) then the person could end up being shunted around from Parish to Parish. Even pauper children could not be taken in by a Parish. Every Union had a Workhouse. A system of out-relief was abolished which had kept the poor in their own communities (with a few exceptions). Homes were broken up and people moved into the Workhouse it they had no relatives to look after them. Part 2 Anti-Corn Law League Anti-Corn Law League British organization founded in 1839, devoted to fighting England’s Corn Laws , regulations governing the import and export of grain The main aim of this new league was to get rid of the Corn Laws. Many factory owners wanted the Corn Laws to end because they were forced to pay workers higher wages and many countries were refusing to buy British goods because Britain would not buy
