论全球化中的治理创新 程倩 【专题名称】政治学【专 题 号】D0【复印期号】2013年03期【原文出处】《太平洋学报》 京 2012年10期第1～10页【英文标题】On Chinas Governance Innovation against the Background of Globalization【作者简介】程倩 1969-　 ，女，江西景德镇人，南京理工大学人文学院教授、博士生导师，主要研究方向：行政哲学与伦理（江苏　南京　210094）。 【内容提要】 客观性的全球化使得整个世界有着在“中心-边缘”图式中延续和扩张的可能，但就后工业化这一特殊背景下特定内涵的历史过程而言，全球化不应该是资本主义制度开放和扩张的延续，而是一种需要突破“中心-边缘”结构的努力。这种努力的过程与目标的达成，包括近代以来人类交往的形式、范围、内容走向融合的过程，也是走向后工业文明发展中世界交往的新形式，它的功能在于把全球联系为一个互动合作的整体，是民族国家在政治、经济、文化等一切领域的合作与互动，更是全球化背景中试图摆脱边缘位置的国家必须进行的行政创新：变革已有的“中心-边缘”式管理型社会治理模式，构建合作治理。An objective globalization makes it possible for the pattern of center-periphery to be continued and outstretched all over the world. However, so far as post-industrialization—a historical process with specific connotation against specific background—is concerned globalization should not be the contiuation of opening up and extending of capitalism. It is rather a kind of new effort to break through the pattern of center-periphery. Process of this effort and attainment of its goal includes the blending process of the form、limit and content of modern human beings interaction. This process is also a new kind of communication along with the development of post-industrializations civilization. Its function is to link the entire world into an totality of mutual-aid and collaboration. All those things not only mean nation-states collaboration and mutual-aid in the fields of politics, economics, and culture, but also mean an administrative innovation on the part of those countries trying to get rid of the position of periphery. By innovation, it means to change the center-periphery social governance pattern already existed and to construct the new social governance pattern of collaboration. 【关 键 词】中心-边缘/全球化/社会治理模式变革center-periphery/globalization/change of the pattern of social governance 人类社会正处于结构性转型之中。一方面，西方发达国家工业文明的成果，有意或无意地征服世界，在发展中国家催生了由传统社会向工业社会转型的历史进程，却使发展中国家处于以西方发达国家为中心的世界性边缘；另一方面，这些成果的积累也直接促进了西方发达国家自身的社会转型，为后工业社会来临做了物质上和科学技术上的准备，从而使西方发达国家同样面临由工业社会向后工业社会的转型。20世纪后
